Biden allows Ukraine to hit some targets in Russia with US weapons


US President Joe Biden has given Ukraine permission to use American-supplied weapons to strike targets in Russia, but only near the Kharkiv region, US officials say.

One told BBC News his team had been directed to ensure Ukraine was able to use US weapons for "counter-fire purposes" to "hit back at Russian forces hitting them or preparing to hit them".( )

Russian forces have made gains in the Kharkiv region in recent weeks after a surprise offensive in the area, close to the border with Russia.

On Friday, Ukrainian officials said three people had been killed and 16 injured in Russian shelling of a residential building in a suburb of Kharkiv city.

The US official also told the BBC: "Our policy with respect to prohibiting the use of Army Tactical Missile System [ATACMS] or long-range strikes inside of Russia has not changed.”

When asked by CBS, the BBC's US partner, whether the new policy included attacking Russian aircraft, an official said: "We’ve never told them [Ukraine] they can’t shoot down a Russian airplane over Russian soil that’s coming to attack them.”( )

The White House and state department had no immediate comment.

The UK earlier signalled that it was open to an easing of restrictions on how Ukraine could use weapons supplied by the West.

Despite concerns that such a development could further escalate the conflict, several European leaders also recently called for restrictions on the use of such weapons to be relaxed.

But Washington, which provides the bulk of Ukraine's weaponry, had resisted easing these restrictions over fears of escalation.

US Secretary of State Antony Blinken hinted at the shift during a visit to Moldova on Wednesday.( )

"At every step along the way, we've adapted and adjusted as necessary," he said.

"And so that's exactly what we'll do going forward."

Russian forces appear to have recently taken advantage of a window of opportunity to push deeper into Ukrainian territory in Kharkiv as Kyiv waits for further Western weapons to arrive at the front.

Expert provides insight into suspected cause of helicopter crash that killed Iran's president

Iranian President Ebrahim Raisi, Foreign Minister Hossein Amirabdollahian, and other officials died in a helicopter crash Sunday near Iran's northern border with Azerbaijan, Iranian state media said Monday morning.

The helicopter was part of a convoy of three helicopters returning from an event inaugurating a joint dam project when it crashed in heavy fog in a remote area on Sunday. The fog and rugged terrain hindered search operations. All eight bodies on board were found on Monday.

Raisi's death comes during heightened international tensions and increased speculation over who will eventually replace Iran's Supreme Leader Ayatollah Ali Khamenei. Raisi was widely considered a potential successor.GANYARD: It seems to be a fairly classic mishap that occurs when helicopter pilots try to skirt underneath weather in very mountainous terrain. So we know that there was a lot of fog in the area. We know that they had dignitaries, very important people, which oftentimes puts an extra, at least mental burden on the pilots to make sure that they get to get to the destination. And when you're flying in the mountains and you have very low visibility, there's a natural tendency for helicopter pilots to begin to sort of descend and try to get lower and try to get underneath either the fog or the cloud layer. And they know that they can set the aircraft down if they need to. But oftentimes it leads to tragedy. If you remember, earlier this year, back in February, a marine Corps helicopter was trying to do this very thing, trying to get back to San Diego and in the mountains above San Diego, just to the to the east of San Diego, crashed. And unfortunately, all the Marines on board lost their lives.

After 55 days stuck in the Patapsco River, the Dali cargo ship was hauled away from the site of its catastrophic crash into the Francis Scott Key Bridge – a crucial step toward fully reopening the busy Port of Baltimore.Several tugboats started pulling the 106,000-ton vessel at around 7 a.m. Monday, officials said. The ship traveled about 1 mph to the Seagirt Marine Terminal in Baltimore.Federal authorities are still investigating why the cargo ship lost power, veered off course and smashed into the Key Bridge on March 26 – killing six construction workers.

But the Dali’s move from scene of destruction means authorities will soon be able to open more channels to and from the Port of Baltimore – a critical hub for commerce, especially for the sugar and automotive industries nationwide.We’ve been ahead of schedule with getting our channels open,” US Coast Guard Lt. Cmdr. Kate Newkirk told CNN affiliate WBAL over the weekend.We plan to open a 400-foot by 50-foot channel (Monday) and, hopefully in the next week or so, we’ll be at that 700-foot channel, which is our goal.”Maryland Gov. Wes Moore said he expects the main federal channel that had been clogged by wreckage to reopen by the end of this month.

“I’m proud that we’re on track,” Moore told NBC’s “Meet the Press” on Sunday. “By the end of May, we’ll have that federal channel reopened.”
